To alleviate the overcrowding
crisis, Westchester County hired Urbahn, in joint venture
with the Grosfeld
Partnership, to design
a new 530-cell building. Just seven months later,
we had the first construction contracts out to bid. In addition to
the new building, our team also furnish
plans for
a temporary prefabricated jail based on modular units, and the conversion
of existing space to a 100-bed dormitory. Overcrowding was therefore
relieved
well in advance of completion of the new facility, which increased
inmate capacity to 1,500 cells.
This new generation jail is designed for direct supervision simultaneously
of both cell blocks and related program areas. Each housing unit is
on two levels, contains 44 beds, and occupies one arm of the building’s
H-shaped layout. There are two control rooms per floor, each overlooking
two housing units and their central program areas.
