The new 200-Bed Adolescent
Reception & Detention Center on Rikers Island will replace obsolete,
prefabricated facilities built on the Island in the 1980's.
The building will consist of four 50-bed dormitory-style housing units
and program facilities for its residents. One unit, located on the
second floor, will be a Mental Observation Unit (MOU) designed to ACA
and SCOC standards . Each unit will have
an active dayroom, where inmates will eat, along with a quiet room
for reading and writing.
The building was designed to DDC High Performance guidelines for high
energy efficiency and "green architecture". The use of cross-ventilation
in the most of the building (The MOU
and support spaces, are air-conditioned) allow for a comfortable environment
suitable for staff and inmates.
